Jointly organized by the Constitutional and Mainland Affairs Bureau and the Education Bureau, the Basic Law Carnival 2011 was successfully held on November 27, 2011 at the Piazza, Kowloon Park, Tsim Sha Tsui. The Secretary for Constitutional and Mainland Affairs, Mr Raymond Tam, the Political Assistant to Secretary for Education, Mr Jeremy Young, members of the Basic Law Promotion Steering Committee Professor Wong Yuk-shan, Ms Ko Po-ling, Mr Rock Chen, Dr Eugene Chan, and the Basic Law Ambassador, Ms Joey Yung, officiated at the launching ceremony of the event. The prize presentation ceremonies of the Inter-school Basic Law Video Shooting Competition and the Basic Law Video Script Writing Competition were also held on that day.

Jointly organized by the Constitutional and Mainland Affairs Bureau and the Education Bureau from October to November 2011, the "Knowing More About the Basic Law" Inter-School Basic Law Video Shooting Competition aimed to provide a platform for students to demonstrate their creativity in shooting and producing videos, and learn more about the Basic Law and the principle of "One Country, Two Systems".
